This module addresses different elements of the land use planning process with an emphasis on evidence-based approaches to plan and decision-making. The challenges and opportunities associated with access to new types of data and models in a changing society are considered.
The module considers the determinants of population, methodologies for projecting populations and the statutory provisions for aligning local, regional and national plans in meeting housing need and zoned land requirements.
The module also covers models of impact assessment (retail, health); public participation and consultation; and decision-making.
The syllabus includes the following elements:
· Determinants of population and nature of economic activity in a changing society
· Availability of data, representativeness and potential for hidden populations
· Basic principles and methodological issues in population, labour force and housing projections
· Statutory requirements for aligning national, regional and local plans (Core Strategy, Housing Need
Demand Assessment)
· Retail Planning; guidelines and retail strategies, retail impact assessment, town centre health checks
· Centralising health and climate change in planning decisions; Health Impact Assessments, GHG
Impact Assessment
· Principles of best practice in public consultation and participation; role of the planner; considerations
in a digital age.
· Balancing social, economic and environmental considerations in decision-making, different and
emerging agendas.
The module will involve lectures and discussion seminars. Students will also undertake practical exercises
to achieve learning outcomes.
